Technology evaluation requires proper quantification of operational effectiveness. The framework presented herein proposes an agent-based decision framework for such tactics exploration using deep reinforcement learning. The novel classification of the agent’s decision behavior algorithm paired with multiple state behavior algorithms enables a broader exploration of the mission action design space
