In the mid-term organizational change of the civil aircraft project, as the technical basis of the organizational innovation of the project, the project management department organized the project team to prepare the product breakdown structure of the project, which served as the basis of the work breakdown structure, organizational breakdown structure and cost breakdown structure of the project. On this basis, the civil aircraft project carried out organizational changes based on the IPT organization and successfully completed its first flight three years later.
