IMPACT OF ENROUTE TIME-BASED METERING ON EQUITY IN DELAY DISTRIBUTION

Demand and capacity unbalance at congested airports and sector can be tactically managed by either ground delay programs (for domestic departure flights) ot enroute time-based metering (for both internation and domestic flights). This research investigates the introduction of latter as traffic management initiative and whether it results in more fairness in the delay allocation.
