Keywords: North Atlantic, data link, technology transition, stakeholder analysis, policy strategies

Lack of surveillance in the North Atlantic (NAT) airspace results in large separation standards and limited oceanic clearances. Data link communication capabilities are one promising option to increase efficiencies. The objective of this study is to identify the best strategies to improve operations and encourage data link adoption over the NAT.
