This paper assesses airborne separation for suitability as a performance-based operation. To support this assessment, an expansion of Required Navigation Performance from 2D/3D fixed-reference navigation to 4D dynamic-reference navigation is explored. Initial experimental results characterizing the performance of airborne separation operations using a high-fidelity batch simulation platform are presented.
