This paper describes recent human-in-the-loop research on the impact of off-nominal events in terminal area operations. This simulation is the most recent iteration of the Controller-Managed Spacing (CMS) research, whose focus is on developing decision support tools that help controllers keep aircraft on fuel-efficient profiles, while meeting scheduled runway times.
