The ICAO Contracting States published in 2001 an approach to mitigate aircraft noise. It consists of 4 pillars: (1) noise reduction at source, (2) land-use planning, (3) noise abatement operational procedures and (4) operating restrictions; which should be applied harmonized. So the economic impact of airports shouldn’t be compromised.
