This paper presents a mixed ATM approach to mitigate the drawbacks of the two dominating automated ATM approaches: centralised and decentralised approaches. We proposed the use of min-max problem based on a reduced alphabet of collision avoidance manoeuvres, and present a design of suitable alphabet to achieve save flight behaviour.
