An initial operating concept for Trajectory Based Operations is proposed. Ground-based automation for conflict detection and resolution, wind optimal and weather avoidance routes and currently available FMS/data link are assumed. Simulation results examine fuel efficiency and safety metrics as a function of trajectory uncertainty and data link equipage levels.
