We present a causality analysis of aviation weather hazards to identify how they translate into Air Traffic Management (ATM) impacts in the National Airspace System.  Key parameters and rules are identified in the causality analysis based aviation rules and regulations and on pilot, airline, and ATM subject matter expert inputs.
