Passenger and airline responses to constraints on aviation growth from regulation and limited capacity play a critical role in determining the relative success of different policies aimed at reducing the environmental impact of aviation. We use the Aviation Integrated Model (AIM) policy assessment tool to examine the tradeoffs involved.
