The paper presents an innovative methodology seeking to improve the rulemaking processes currently implemented in developing aeronautical regulations, whose two main contributions are: it's use of rigorous methods (and tools) to enhance the ‘validation’ process and it's capacity to help identify the impact of amendments on enacting regulation (helping mitigate regressions).
